What’s different about choosing software in the UAE
The UAE differs from both the US and Saudi. VAT is 5%, not 15% — a Saudi-tuned product will mis-rate every invoice, so pick FTA-correct software. E-invoicing isn’t mandatory yet, and the model is a decentralised Peppol approach (large taxpayers from Jan 2027) — not Saudi’s live ZATCA clearance; buy "Peppol-ready," don’t gate on it. Labour rules run on Emiratisation (MOHRE quotas + Nafis subsidies), not Nitaqat. And compliance splits by emirate: Dubai Municipality (reshaped by Dubai Law No. 7 of 2025) vs Abu Dhabi DMT with its mandatory Estidama Pearl rating — so workflows often need per-emirate configuration. Dubai’s BIM mandate (since Jan 2024) is driving BIM down the supply chain.
Construction & trades software
Giga-project platforms (Oracle Aconex, Primavera, Autodesk — central to Dubai’s BIM mandate), strong global PM (Procore, Bentley, PlanRadar), UAE-VAT-ready ERPs (First Bit, Focus Softnet, PACT, Sage), affordable SMB stacks (Zoho), and CAFM/field-service tools (Horizon FMS, FSM Grid).
Oracle Aconex

The document-control and collaboration standard on large UAE projects (Oracle runs a dedicated .ae site; users include Dubai Airports and major EPC contractors). Built for the multi-party coordination big builds demand.
UAE-specific note
A backbone for main contractors and PMCs on large jobs, not a back-office tool — pair it with a VAT-compliant accounting system.
Pros
- + Industry-standard common data environment
- + Deep document, RFI and submittal control
- + Neutral, auditable record across all parties
Cons
- − Enterprise pricing — quote-only
- − Overkill for small contractors
- − Not an accounting / VAT tool
Oracle Primavera P6
Tier A · WorkableCritical-path scheduling & cost control for large projects
The de-facto scheduling and project-controls tool on major UAE projects, sold through long-established Dubai resellers and usually paired with Aconex.
UAE-specific note
Government and large private clients frequently mandate Primavera-format programmes — often a contractual requirement, not a choice.

A field-service platform with an active Dubai/UAE presence, frequently listed among top FSM tools in the Emirates for dispatch and work-order management.
UAE-specific note
Native Arabic and VAT support weren’t independently confirmed — verify with the vendor before relying on them for compliant invoicing.
Pros
- + Purpose-built FSM (dispatch, work orders)
- + Predictive-maintenance / IoT capability
- + Good fit for MEP, HVAC and FM contractors
Cons
- − Quote-based tiers
- − Not an accounting tool
- − Arabic / local support — confirm with vendor
Licensing & compliance
Dubai Municipality contractor classification (now reshaped by Dubai Law No. 7 of 2025), federal MOEI registration, the 5% VAT (FTA), the upcoming Peppol e-invoicing mandate, Emiratisation (MOHRE/Nafis), Abu Dhabi’s Estidama, and the Dubai BIM mandate.
Dubai Municipality (Contractor Licensing)
Official bodyContractor classification, licensing & building permits in Dubai
The Dubai authority for contractor classification, licensing and building permits. Dubai Law No. 7 of 2025 (in force Jan 2026) introduces a mandatory central Contractor Register and capability-based classification.
UAE-specific note
As of mid-2026, existing Dubai contractors must comply with the new registration/classification regime by Jan 2027 — keep your registration current.
What it covers
- + Contractor classification + building permits in Dubai
- + New central Contractor Register under Dubai Law No. 7 of 2025
- + Linked to the Invest in Dubai platform
Watch out for
- − Dubai Law 7/2025 compliance deadline by Jan 2027
- − Fines up to AED 100k (AED 200k repeat)
- − Permits must meet Dubai building standards + BIM
Ministry of Energy & Infrastructure (MOEI)
Official bodyFederal registration & e-qualification of contractors
The federal body that registers and e-qualifies consultants, contractors and suppliers for federal engineering projects across the UAE.
UAE-specific note
UAE compliance splits federal (MOEI) vs emirate (Dubai Municipality / Abu Dhabi DMT) — you may need registration at more than one level.
What it covers
- + Registers contractors/consultants for federal projects
- + E-qualification for federal engineering work
- + Low registration fee (AED 500)
Watch out for
- − Separate from emirate-level classification
- − Required for federal-project eligibility
- − Must be kept current
UAE VAT (Federal Tax Authority)
Official bodyVAT at 5% — administered by the FTA since 2018
The Federal Tax Authority administers UAE VAT at a flat 5% (live since 2018). Construction services are generally standard-rated, so your accounting tool must handle 5% VAT and FTA filing.
UAE-specific note
A Saudi-tuned (15%) product will mis-rate every UAE invoice — choose software set up for UAE’s 5% and FTA returns (First Bit, Focus, Sage, Zoho Books).
What it covers
- + Single federal VAT regime (5%)
- + Clear FTA filing rules
- + Construction services generally standard-rated
Watch out for
- − Accounting software must be FTA-VAT-correct
- − Different math from Saudi’s 15%
- − Penalties for incorrect filing
UAE E-Invoicing (Peppol)
Official bodyDecentralised Peppol model — phasing in from 2026
Unlike Saudi’s live ZATCA clearance model, UAE e-invoicing uses a decentralised Peppol approach and isn’t mandatory yet — pilot in 2026, large taxpayers (≥AED 50M) from Jan 2027, others through 2027.
UAE-specific note
As of mid-2026 you don’t need e-invoicing to operate, but buy software that is "Peppol-ready" so you’re covered when the mandate lands.
What it covers
- + Modern Peppol / Accredited-Service-Provider model
- + B2B & B2G only (B2C exempt)
- + Time to prepare before the mandate
Watch out for
- − NOT mandatory yet (large taxpayers from Jan 2027)
- − Different model from Saudi’s ZATCA clearance
- − Pick "Peppol-ASP-ready" software now
MOHRE & Emiratisation (Nafis)
Official bodyFederal labour rules + Emiratisation quotas
The federal labour regulator enforces Emiratisation quotas (with steep per-position fines) while the Nafis programme subsidises Emirati hiring. Payroll/HR software must track Emirati ratios and integrate WPS.
UAE-specific note
Emiratisation is the UAE equivalent of Saudi’s Nitaqat — a different ruleset, so UAE payroll tools must track Emirati headcount, not Saudi GOSI banding.
What it covers
- + Centralises labour contracts and work permits
- + Nafis offers salary subsidies for hiring Emiratis
- + Clear quota framework
Watch out for
- − Per-vacancy fines (AED 108k→120k) for missed quotas
- − Quotas expanding to smaller firms
- − Requires Emirati-headcount tracking + WPS
Abu Dhabi DMT & Estidama
Official bodyAbu Dhabi permits + mandatory Estidama Pearl rating
Abu Dhabi’s Department of Municipalities & Transport runs building permits and the mandatory Estidama Pearl sustainability rating (minimum 1 Pearl for all buildings, 2 Pearl for government) — required to get a permit.
UAE-specific note
If you work across Dubai and Abu Dhabi, your workflows and software often need per-emirate configuration — the UAE is not a single national stack.
What it covers
- + Abu Dhabi building permits and regulation
- + Estidama Pearl sustainability rating system
- + Clear minimum standards (1 Pearl all, 2 Pearl government)
Watch out for
- − Separate from Dubai’s regime
- − Estidama Pearl is a permit gate
- − Per-emirate configuration needed
Dubai BIM Mandate
Official bodyBIM model submission required for many Dubai permits
Dubai Municipality requires BIM model submission for new building permits above set thresholds (since Jan 2024), to ISO 19650 / IFC — driving BIM adoption down the supply chain.
UAE-specific note
If you design or sub-contract on qualifying Dubai projects, BIM-capable tools (Autodesk, Bentley) aren’t optional — the permit depends on it.
What it covers
- + BIM submission required for larger Dubai permits since Jan 2024
- + Standards: ISO 19650, IFC, IDS, BCF
- + Covers hospitals, universities, all government projects
Watch out for
- − Thresholds: e.g. >20 floors / >20,000 m² (architectural)
- − Requires BIM-capable design tooling
- − Adds upfront modelling effort
